What is the html layout done on now?

The question is of course "dinosaur", but it happened. I needed to make a website. Due to the fact that the last time html was sculpted "twenty" years ago, the question arose on what the layout of pages is now being done.
Planned in php background, html5+typescript front. Are there any IDEs tailored for web development? If not, the better to use for layout.

Personally, I use VS Code for HTML + CSS + JS, but Atom is also possible. The first is built on the second, by the way.
Brackets is also good enough. Sublime Text 3 is too old. In order for an emu to get closer to VS Code, you will need to install a dozen plugins.

It will take about 1-2 months to learn the correct block layout for modern layout.
If you need a website right now, then I advise you to install any CMS and find a suitable template (or order its development on freelance).
Or use ready-made constructors, where the layout goes without editing the HTML code at all.

Sublime Text, Vs Code, by the way, Notepad ++ often helped out a lot under Windows) But I haven’t used Windows for a long time
