The free Delphi Community Edition environment is perfect for learning Delphi
Download this free studio: https://www.adacore.com/download
There is an improved Pascal called Ada, and there is also a C ++ compiler for building legacy code. The build system and IDE support mixed projects. This will provide the first two or three points. As for Embarcadero, their free versions only support one of the languages. I don't remember if it's possible to put two studios on one computer at once, for Delphi and for C++. There may be problems here.
But they also have just a translator, without an IDE: https://www.embarcadero.com/en/free-tools/ccompiler You can definitely keep it together with Delphi Community Edition
To learn languages, of course, it is better to work in general in a notepad or Vim.
And so, Visual Studio Community is free and convenient.
