Development environment for html coder?

A two part question.
1) What program/development environment/code editor would you recommend a coder to use?
Desirable:
- not too cumbersome (or configurable disabling of unnecessary)
- support for Emmet (former ZenCoding)
- the ability to create "projects" and manage them conveniently
- a normal snippet system
- enter what you consider important
For the first two points, I am more than satisfied with Notepad ++ , but I want more
2) Are there any programs in nature that would automatically create an empty rule with the corresponding name in css when writing the class = "blablabla" construction in html?

WebStorm or Coda , depending on which axis. I saw both, very nice ide.

I've been typesetting in Notepad++ for three years, now I've switched to SublimeText 2. An excellent editor for a layout designer.
Satisfies everything according to your conditions.
The only negative is that there is no sane ftp (or I didn’t figure it out)

Dreamviewer cs6 + Zen
This IDE has a convenient tool for editing more than 90% of CSS.
Naturally, you do not need to use a visual editor =)

Altova XML Spy, that's where the validity is, it won't let you relax)

Perhaps not quite the same, but the PHPDesigner program may be of interest.
It is quite convenient for both layout designers and programmers.
Able to work with files directly on FTP / SFTP, the ability to add projects, automatic substitution of closing tags. Quite cumbersome with extensive functionality, but it does not bother.
