What is the fastest 13" laptop right now?

Tell me, what is the most productive 13-inch laptop now?
Scope of use - layout, photoshop, cutting psd layouts, creating, copying and saving layers. It is necessary that all these operations in Photoshop are performed absolutely instantly, even in heavy layouts.
I will work on Windows. Will there be performance issues with Windows on a MacBook?
While I choose between "Asus Zenbook UX301LA" and some Macbook 13 'the most powerful (what?).

13 inches is somehow low take 24 inches ....

If you work on windows only because of Photoshop, then do not forget that there is also Photoshop for poppy.
If you put it in Parallels, it will sag in performance. If it's good to put it through bootcamp - quite to yourself.
I worked in Mac's photoshop and illustrator at the same time with not very complex files (20 layers both there and there) - quite cheerfully. Macbook is the most basic firmware (13", 4 memory, 128 ssd, 2013).

Take the top-end Macbook Pro 13" Retina (with i7, 16gb of RAM, the amount of hard drive you want) and put Windows there, but rather get used to OS X, if you just don't sit in Corel, of course.
Feel the advantage of the MacBook due to ssd, which works for them not via sata, but is inserted as a board, the speed is significantly higher
. so far the best (I declare as the previous owner of Asus Zenbook with ips fullhd matrix).The
question is whether to pull financially.and so this is an uncompromising choice.
