The specified percentage will not start, it needs a motherboard on the c602 j chipset and I have not seen the Chinese riveting cheap models.
Although it is not entirely clear for what purposes a 15 core with low frequencies is chosen, it will certainly lose in everyday tasks to any xeon with a smaller number of cores, but a higher frequency.

This processor has a different socket - it just won't fit into the standard 2011. 2011-1 is required, I don't know where to get it
