What is the difference between the VPS of a regular host and a cloud like Vscale, DigitalOcean?

I do not catch the difference between the services:
- VPS at host X;
- something incomprehensible to me at DigitalOcean, Vscale and others.
Resource prices are almost the same, almost (plus or minus). And from some and from others, it seems, you can order additional resources.
Who cares?
When purchasing a VPS, I prepay for the amount of resources set by the tariff, and in the cloud I also prepay, but the fee is charged depending on the expenditure of resources - right? In general, please explain for those who are not strong in this.
