What is the difference between the concepts of server and cross?

Good morning.
For myself, I roughly understand the difference, but I can’t understand how to explain it.
Can anyone tell me the fundamental differences between the two concepts?

Server equipment is located in the server room.
The switching nodes of the SCS are located in the cross section.
With insufficient free space, all equipment is placed in one room, which, apparently, caused a resonance with you.
In general, the division of premises by functionality (cross-connect separate from the server room) is the right approach.

The room in the building under construction, where it is planned to install a server rack, is called "technical". If you call it "Server" - you need to install an automatic fire extinguishing system, among other things.
So you can put servers in the "Cross" one, only in which case the one who put it will answer. And not the owner of this "cross"
