What is the difference between internet marketing, traffic arbitrage and targeted advertising?

Actually, the point is in the title. And is it worth separating the concepts of "mobile advertising" and targeted advertising?

Traffic arbitrage - directing a mass consumer to an online offer - (pour on an offer).
Targeting - advertising is looking for a target audience among consumers and offers it what it is looking for.
