Why remove sites from YAN with a bad CTR?

Why remove platforms from YAN impressions with a bad CTR? For example, let's take a situation: there is a site, 100 million impressions have been scrolled on it. Of those hundred million, there were only 10 clicks. 1 conversion from 10 clicks. Question: why the heck do you want to delete this site if no one takes money for impressions. Well, let them click from it once in a hundred years, but it's better than no clicks at all.

Phrases with a low CTR reduce this indicator both for the phrase and for the ad as a whole, which leads to the fact that you are shown in the desired position at a higher price. By removing an ineffective site, you will increase the CTP of your ad and reduce the cost per click on it at the desired position. But if you do not consider it necessary to do this, then do not do it, you will not lose much from this)
