Xcode 4.2 and iOS 5 SDK beta 3 for Snow Leopard (Rutracker)
This seems to be the latest for Barsik.
For Lion, as mentioned above, Xcode is free in the app store.

If there is no developer account, then when buying 10.7 lion - the last xcode from the appstore is free.
