What is the correct way to move an ASP.Net MVC project to another server? Error 0x80070021 HTTP Error 500.19?

I have compiled a project and want to move it to another server.
After copying the files, when trying to run a lot of errors. Google and YouTube did not help.
What can be done?

Is everything in place? Did you forget to deliver anything?
Does the version of the .net framework for the pool and the .net framework in general on the machine match the required one?
Another moment, the pool from under whom is it running? Does this user have rights to the folder where the site is deployed?

It also says that the configuration section is locked at the parent level.
In the IIS Manager, click on the server in the navigation tree on the left (the top level of the tree), on the right, find "Configuration Editor" and click.
Look for that section (On the right, the "Actions" panel, the link "Search by configuration ...").
Go to this section, the action will be written on the right either "Lock section" or "Unlock section"
