What is the best way to structured storage of data on test results?

There is a program that tests the user in any area. It is required to store this information in a structured way with its further translation into an Excel file. What is the best way to implement this without resorting to extra software (DB). the program will be installed on computers of little-knowing people by little-knowing people. Think about XML.

csv is directly opened by Excel. And tsv is even better - it's harder to stick a tab in the input field (and it's very easy to replace it with a space during validation).
