How to resolve error c101008d when compiling in Visual Studio?

Hello everybody.
When compiling the solution in Visual Studio 2013 Community Edition (+ Intel Parallel Studio XE 2015 Composer Edition) , the error
Error 333
general error c101008d: Failed to write the updated manifest to the resource of file "(file path)" pops up. The system cannot find the file specified.
mt.exe.

There is a file in the searched path. But the process does not stop there, and at a certain moment the inscription Ready appears in the status bar . The window says
83>------ Skipped Build: Project: (name of one of the projects), Configuration: Release x64 ------
83>Project not selected to build for this solution configuration

And that's all. The progress bar stops. The computer starts to load heavily, everything freezes. If after some time you try to stop, then the error
flex.exe gets out The application was unable to start correctly (0x0000142). Click OK to close the application.
And as a result, the project can be stopped only by the forced shutdown of the studio itself.
After the lag continues for another 5-7 minutes.
Can you suggest what can be done about this?

is symantec antivirus worth it?
if yes then:
1. Click Start > Run
2. Type in: regedit and click OK
3. Navigate to:
"HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Symantec Endpoint Protection\AV\Storages\Filesystem\RealTimeScan" (32 bit Operating System) or
“HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Symantec\Symantec Endpoint Protection\AV\Storages\Filesystem\RealTimeScan” (64 bit Operating System)
4. Click Edit > New > DWORD Value
5. Name the new value: DeferredScanning
6. Open DeferredScanning
7. In the Value data field add “0” (1 = on, 0 = off)
8. Click OK
9. Close the Registry Editor window.
