What is the best way to split websites on VPS?

I installed VestaCP on DigitalOcean and read in the article that in order not to infect all the others from one leaky site, you need to create a separate user for each site.
Do I understand correctly that if here I create a separate USER for each site, then if one site is hacked, then there will be no access to others?
