How to migrate a site from beget.com to DigitalOcean.com?
Or is it possible to create a domain on DigitalOcean.com itself?

1. create a droplet on digitalocean.com.
2. Dump the database and archive the site files on beget.com.
3. Transfer the database and files to the created droplet.
4. In the digitalocean panel, add a domain (networking menu item).
5. Specify the appropriate dns in the domain settings (on the registrar's website).
6. If you don't understand how to do all of the above at all, hire someone.

The domain is registered with a registrar that DigitalOcean is not. Just add the IP address of your Droplet to DigitalOcean in your domain's DNS records when transferring.
Do not forget that DigitalOcean is not a web hosting, but a rental of virtual servers, so before transferring, create a droplet (virtual server), install and configure the necessary software (apache or something else), databases (apparently MySQL or PostreSQL).
Next, make base dumps, and transfer them, along with working files, to your new VPS to DigitalOcean.
