Why does ethersoft vpn cut speed?

Greetings!
I purchased a vps from digitalocean in the Netherlands, it has ubuntu 18.04, docker and https://hub.docker.com/r/siomiz/softethervpn/
speedtest-ams3.digitalocean.com showing 45Mb+ back and forth
speedtest-cli from my vps , gives out numbers that greatly exceed the capabilities of my channel.
And here is the speed through softethervpn - down 0.8Mb, up 22.0Mb
Actually, the question is, why such a low download speed?
Knowledge in administration is close to 0. Probably the answer is on the surface.
Before that, I raised softethervpn to vps (without docker) from another hoster with the same settings, everything was smooth in terms of speed.
