What is the best way to organize the hierarchy of goods in a store (Bitrix)?

Hello,
The clothing store has 5 sections - shoes, clothing, etc., and all products are divided into two categories - For Men and For Women.
What is the best way to organize goods? Is it worth creating subsections in one directory - Shoes, clothes, etc. And in each of them create subdirectories - Shoes for men, shoes for women.
Or is it better to create two catalogs at once - For men and For women.
One of the problems - the top horizontal menu should be displayed like this - the menu contains items - Shoes, Clothing, Accessories, etc.
And above the menu there are two items - (similar to buttons), For men, For women. You press and the page is already reloaded with a completely male menu. That is, the items Shoes, clothing, etc. lead to men's categories.
Here is a site on which the menu is implemented, as we would like. But you need to find out how the storage of goods is organized with them. To be more correct on my site.

@gangstarcj

I would make Section 1 level M and F and in them sections Shoes, clothes, etc.

I would not make sections <For Men and For Women> at all, but I would start it as a property of the product. And on the output filtered products by category and property.
