What is the best way to get started on UpWork etc.?

Need advice from knowledgeable/experienced people. I work in a branch of a federal bank (top 50) as a tech. support with a slight touch of sys. administration (quite a bit), but in fact a lot is decided from the center and, accordingly, development is zero. Before that, the system also worked. admin\tech. support. I want to try my hand at upwork and other resources (what else is there?), but I don’t think I can take care of admin and those. support. Reasons - the level of English does not yet allow you to communicate freely, and I think the skills are not as pumped as they should be. There is free time and the opportunity to learn one or two technologies (in parallel with English). Actually the question is what? What is the best way to start? Many people write about PHP or WordPress, but at the same time they ruagut these technologies or openly call them G... What would you advise?

I would advise you to think with your head what you want to do in this life, go to the upwork and see what kind of work there is.

Technology really sucks, but I don't know if you care?
In the field of php and wordpress, besides, a lot of Indians work for food. With an initial knowledge of WordPress, IMHO, there is nothing to do on the upport, you need pros there (in any technology). Beginnings there and so full. English is also important. In addition, now there are too many freelancers and upwork newcomers are reluctant to accept.
The best way to start is to offer there what is more or less in demand there and what you are already doing well and what you have good experience in. If you can’t find something like this, study and gain experience outside of upwork.

Just don’t quit your job, the start on upwork is very long, because most of the projects are penny + a huge concentration of top rated Indians who work quietly for $ 3-4-10 / hour - without experience / portfolio and normal English it’s very hard to compete with them, and no one will hire you for a normal project. Therefore, the best way to start is to go to a local company, while trying to start working on upwork at the same time (the evening is most convenient for this). Regarding technologies, there are mostly only Wordpress / Lavarel / Symfony / Angular2 / React (no Yii and other frameworks that are popular with us)
