What is the best way to deal with mailing, notifications?

On a site with a traffic of about 18,000 visitors per day, I want to make a weekly newsletter, as well as alerts if the user has subscribed, for example, to some kind of rubric.
Can you tell me the best way to implement this? Set up a separate server? use third party services?

What is the purpose of notifications and mailings? If you send all sorts of nonsense via sms - there will not be enough money.

1. Properly configure your mail server and mailing server. But you need experience and understanding of mail delivery processes and the specifics of mailing lists. It works for us on a bunch of Exim + Mailman.
2. Use external services.
