What is the best way to create a simple catalog site?

You need to create a simple site-catalog with the following functionality:
1) Entering the directory using a login and password.
2) The client can view the catalog
3) The manager can edit the catalog item. Editing should be easier. Perfect, straight from the catalog.
4) The administrator can add an item to the catalog
+ you can change user rights.
Are there ready-made solutions or how to implement this?

The easiest way:
Right-click -> create directory (folder). Right click on directory -> properties -> security. There you set up access.
