What is the best tax haven jurisdiction to work with US clients?

We have an IP on a patent in the Russian Federation.
We pay $400 a year for a patent and that's it.
Type of activity - site development services.
Clients - small companies from the USA.
Turnover - about $50 thousand / year.

In the Russian Federation, the risks are disconnection from swift, etc. We are looking for an alternative with the lowest (!) Tax rates and an agreement on the avoidance of double taxation with the USA. Which jurisdiction should be considered?

only Ukraine and Georgia are like this, both I still
recommend raising the bar and trying Lithuania (you can speak Russian), Poland (such a thing, but with a competent approach, the best balance), the Czech Republic - that’s it, but the bar is immediately higher, Cyprus (unattainable with your 50 per year) and Slovakia - Czech Republic, but cheaper
Balkan options such as Montenegro or Bulgaria are somewhere in the middle between the first and second
, keep in mind that in Europe the percentages will be from 10-15 with all optimizations and spending not from scratch, but from 3000 euros at once
I don’t recommend Estonian e-naeb, but if it suddenly comes to swift (it doesn’t actually), I think they will be more flexible
