FZ 152 and several organizations in one local network?

There is a district administration and there are a bunch of subordinate institutions in one local area network.
Everyone works with the same data on the same servers.
How is it legally correct to describe all this (it can add something to the regulation on the processing of personal data) and comply with the law?

Nifiga is not complicated.
You do exactly the same as with indivisible resources, and where necessary - indicate "uncontrolled channel" or "divisible resource".
Or - as an option - describe the general structure for all institutions. But you must be responsible everywhere with all the consequences.
