What is the best solution for desktop virtualization?

Good afternoon! Help me decide on the following issue: It is
necessary to transfer 7-10 users from full-fledged PCs to thin clients. What vendor would you recommend with the optimal price / quality ratio, given that in the next couple of years, more than 15-20 virtual machines will definitely not be needed?
Available - win SRV 2008r2, 2012r2 (standard editions), a couple of servers with 2 processors and 32GB of RAM (now there is ESXI for other tasks), storage.
Ideally, I want to make sure that permanent employees connect to their own VMs, the images of which are backed up on storage, and those who come (a rare case, but it happens) have separate VMs in which they do what they want.
We consider Dell as thin clients.

If you already have experience with VmWare ESXi, then they have a desktop virtualization product www.vmware.com/ru/products/horizon.html
But, like a lot of VmWare, this is not a cheap solution.
