What is the best format for placing documents on the web - docx, rtf or odt?

According to my observations, in most cases, all documents are in MS Word format. Is it right to do this and will it not create inconvenience for some user groups?

If for publication, then PDF is definitely better.
If for the needs of editing, then ODT is more correct, although, in practice, DOCX often makes sense.
