What is the best bootloader to use?

We need to make this possible. During computer boot, there would be a slight delay waiting for a key to be pressed (for example, F11), with the corresponding inscription on the screen. If nothing is pressed or the wrong key is pressed, then the default operating system would be loaded. If you press the necessary one, then another OS would be loaded, from another partition or media, or the same OS with different startup parameters.

That is, it should resemble BIOS hotkeys, but with my functionality.

Is it possible to configure GRUB in this way, for example?

GRUB is very flexible in configuration. I’m not sure what can be done exactly as you need (using a hotkey to launch another OS), but the fact that, for example, the OS selection menu can be done with hidden sections that open only with a password is for sure.
