There are the following books on HTML and CSS:

1. B. Lawson, R. Sharp - Learning HTML 5.
2. P. Lubbers - HTML 5 for professionals.
3. C. Mussiano, B. Kennedy - HTML & XHTML. Detailed guide.
4. Ben Henick - HTML and CSS The way to perfection.
5. Drones.V.-.HTML.5.CSS.3.and.Web 2.0.Development.of.modern.Websites.

I don't want to scare you in advance, but there is a fairly objective fact that there is no coherent article or book on HTML or CSS. There are many reasons. One of them, of course, is that HTML and CSS in and of themselves are one big crutch. I am not kidding. The techniques that are used, they are used only because there is simply no other way. With time, you will certainly understand this absurdity. Some even like it. And you are also lucky that you did not find the times when you used the tables and the famous ie6.
The main things you need to understand are how divs and spans behave, positioning, flow and layers. Everything else is not so important and will be assimilated with the second or third layout, as, in fact, all of the above. I advise you to start with the frame of some typical two-column layout with a header and footer. Ask any question you have on the forums. As a rule, people normally treat any, even at first glance, the most stupid questions and willingly help. That is, if you feel a congestion, it is better not to waste time and ask. Someone will explain.
When I understood all the salt and learned to typeset. I opened these books that everyone was touting with such enthusiasm. And he was horrified at how one can learn the plague from this at all? I am almost sure that all these kind people who advised "wise" books either did not open them themselves or did not master them.

Learn AP from a book? The point is to study on the project. If there is no project that needs this knowledge, then why study it at all?

In my opinion, the best and most modern choice at the moment is HTML and CSS . The site html5book.ru has the most interesting articles on web topics. Moreover, new articles are constantly added, and old ones are supplemented. And if something is not clear, you can get an answer on the Forum , the author of the site answers all questions.

Yes, from scratch. Goal: HTML, CSS -> JavaScript -> another language (C# / JAVA) or Node.js (generally depending on the situation)

If yes, then none of the above, if no, then none of the above

What are they for then?

Yes, video courses are clearer. I personally started my acquaintance with HTML from this video course . At the end, you will even have something that looks like a website.

I tried to read different books, looked through different portals, learning services and video tutorials in Russian. But everything is most simply and clearly covered in codeacademy.com. To understand what is written there, you need a minimum level of knowledge of the English language.
