Do I need a diploma evaluation for h1b?

Good afternoon, I have a question about the h1b visa. I studied in college for 3 years 10 months on "Computer Engineering and Information Technology", then I entered the university for a correspondence course according to a simplified program, studied for 2 years 6 months. This education corresponds to the equivalent of a US bachelor's degree, or it is worth going to study for a master's degree. Do I need an evaluation of a diploma for a migration officer and for an employer, because every second job on monster.com requires a bachelor, or even a master. Or is it enough just to translate the diploma into English (Only education is of interest)
