What is the analogue of a proxy server / vpn with closed ports?

I don't know if I phrased my question correctly, but that's the problem.
There is a PC connected to the network of one provider and some important resources in the network of this provider.
There is a PC in another city, you need to access local network resources from it through the first PC. The difficulty is that the provider does not provide static ip services, ports are closed nat type 3. VPN cannot be raised.
What can you think of that is not very difficult to set up? So far, the easiest option is teamviewer/AA, but this is far from what you need.

Why so?
Set a static IP (but you can do without it) + VPN server on a PC in another city. Connect to it from the first computer.

You can be perverted with the help of tor and its services, if it is not possible to install some kind of virtual machine, where to go on vpn from both sides.
