Why do you want a server? I have used this VPN . There you can select a whole bunch of points through which the connection will pass, the USA, the Netherlands, etc.
The main thing in the settings is to turn off auto-renewal, otherwise it will eat up money if you stop using it.

C used 1gb . It suited me just fine. Now there is no need. They have servers in Frankfurt. Ping in vpn from the Urals was 60-65. I had enough. Just Debian, just OpenVPN. All shards. Virtualization on hyper-v. It was about 600 rubles a month. I don't remember the exact traffic, but a lot.

I use hosting from HOSTLIFE . When there was a need, I deployed a VPN in the Netherlands - everything was ok, it worked stably. True, the budget will be higher, but IMHO it's worth it

I use it for my personal page and as a VPN server (kvm).
time4vps.eu (caution, referral)
Lithuania, no problems with blocking.
Raised openvpn, spinning ftps, https, transmission.
No problem. 100 keeps to the server, from the server - depending on the region, but overall not bad.
openvz starts from 3 euros, kvm from 5 euros.
