What is easier to SEO-optimize, a site on a CMS or on pure HTML?

Good day!
The task was to make a business card site 1-3 pages, but most likely we will converge on 1. A business card site about the provision of services by a certain company, so in the future you need to optimize the site and, if possible, bring it to the TOP of search in the region. There is experience in creating such sites, both with CMS and pure HTML, but I have never contacted optimization.
Please tell me how it will be easier to do it on CMS (if so, on which one) or HTML?

It doesn't matter, but if it's really 1-3 pages, I wouldn't bother with CMS

Top what? "organics"? or just a landing page? for a one-page site, top organics is unrealistic
