In general, what is a resolution in 1C, how does it work and why can't it be changed?
PS I do not work in 1C, a friend is just interested.

In 1s: workflow is the decision of the head of the document. What is written on documents in paper workflow. Like "agreed" or "not agreed" or "finalize". Do not cancel because this is how it is implemented in the configuration 1s: workflow. In this case, the business process may provide for re-approval (with the preservation of history).
If you have some other configuration, then there it can be anything.
