.RU have the right to register only Russian accredited companies, so it's better to forget about RU / RF
. For everything else, there is namecheap.com

And you look at what registrar the former torrents.ru now has - who.is/whois/rutracker.org . internetbs.net is quite robust. Subject to the laws of the Bahamas. And their prices are quite reasonable.
