I think almost all CMS have a mobile version or a plugin for this, read about well-known CMS like Joomla, Drupal, and Ucoz has it all. Why parse if there is an API :)

WordPress + JSON REST Api (this is a system plugin for now, will be in core soon).
The admin panel itself has an adaptive design, there is also a mobile application. Well, the REST Api allows you to communicate with the project via JSON in both directions.
