Why not WP.
I would really take WordPress (it has the functionality of registering and creating content with moderation, categories, tags, pictures). And I added a plugin for attaching a point to a post for it.
And then it is enough to add the output of all posts-points to one map. All this would revolve on the Yandex.Maps API.
WP saves if you want to launch tomorrow. And then look.
