What graphics editor is suitable for drawing animations for a 2D game?

At the moment (2018) there are a bunch of suitable graphs. animation editors. GIMP, PHOTOSHOP, Paint.net, Sai (IMHO, but Sai is shit, only for art).
So what graphics editor is right for drawing sprites for a 2D game?
1. There must undoubtedly be pixel markings. Measuring the distance between sprites by eye, like in Sai, is for crazy people
. 2. Animation preview is also a good thing, you can do without it, but it is terribly convenient.
3. Also convenience. Great criterion. It should work very well with frames (as in some editors the previous frame is set as a frame)
Although there are 3 criteria, but I'm rather capricious. I hope they come up with something meaningful. And if necessary, the game is not in pixel art style

Without conditional, the editor's choice is based mainly on 3 points, and each person determines this point in his own way.
Once I made custom 2D characters and animations for them.
Since I worked all the time in photoshop, I chose it.
Everything was very convenient (there is a markup, and a preview, and it’s convenient, and everything is fast and CLEAR )
Therefore, for me personally, the best "injain" is Photoshop
PS It still depends on the direct hands of
PSS Photoshop is a powerful graphics editor, but it sometimes may require a lot of RAM (if the project is large)
