What graphic program to master to create children's quests?

I want to make quests for the children in kindergarten for the whole year. There is a desire to do it quite professionally. So that all quests are beautifully drawn and in PDF format.

If you know how to draw, then the question of choosing a tool for this is up to you. If this is a one-time project, you can draw as usual on paper. Scanning drawings, cleaning up and converting to PDF is nothing in terms of labor intensity compared to drawing professionally and beautifully. Another question: what exactly is PDF for? Perhaps the result is supposed to be in a vector? Then you have to fiddle around a little more. But this is much easier than drawing exactly what is required.
