It will be easier to reset the settings. I don’t remember if it’s like this in 2.1, I have 4.1. Desktop - Menu - Applications and look for com.android.settings (this is the Settings application), go in and click Erase data. But this will remove all settings, not just WiFi. There is a root, make a backup and look for the application / process that is responsible for the WiFi settings and erase the data from it.
