How to sell applications and (or) content on Google Play for individuals in Russia?

Is it possible to officially sell content or applications on Google Play without registering a legal entity (IP) in Russia?
It also follows from this: what form of tax payment and for which country (if the payer is a resident of Russia, then taxes in Russia, even if the application is sold abroad)?

The first is simpler, the second is more difficult, the taxation systems for today they can be completely the same, but the fines for an LLC are many times higher than in the case of an individual entrepreneur. But an individual entrepreneur risks his own property, when, as the founders of an LLC, they financially risk only within the framework of the authorized capital, which is around 10k rubles in my opinion, and there may not be any assets in the LLC at all. Taxes are paid either on income (9%) or on net profit (15%), now the numbers may not be relevant, perhaps, but if there are a lot of expenses, for example, on equipment, then it is better to choose the second one, there you can show zero profit at all, or about zero, but from the salary (income of individuals) everything = taxes will have to be paid (insurance, "pension", income tax) in general, it is somewhere around 46%, the individual entrepreneur does not pay income tax, because all the money taken into account by the enterprise is his pocket. In an LLC, everything will need to be formally established as an employee in order to receive money legally, even if you are its only founder. But there are all sorts of "left" schemes, but I won't talk about them, and they are also expensive. You pay taxes where you receive income, i.e. most likely it will be one of the Russian "daughters" of Google.

You can receive money from Google as an individual directly to your bank account. Google doesn't care about your taxes. That's what they say in the manual. But you need to pay taxes in Russia. It is possible as an individual under 13%. But then you need to draw up these parishes once a year, no matter what is considered a commercial activity. Well, or IP. There is 6% income. This is certainly not 13%. But the hassle of paper is more. Plus once a year to pay all funds about 30,000 rubles. I do not advise LLC, if you have small turnover, LLC is definitely not necessary.
