For our project, we need a lot of virtual numbers (IP telephony) in different cities (1000 in each city), all numbers will work only for incoming calls. Since it is expensive to rent numbers from an intermediary, we decided to get a license and buy a pool of numbers from the "original source", by analogy with companies providing ip telephony.
