Why does telephony not work when connected to a VPN?

Hello!
When creating a VPN connection directly (without a router), telephony (3cx phone) works. It does not want to work with the router, but the ip is used by the vpn of the server, the Internet is working. The tp-link wr740n router itself does not know how to raise a VPN connection, but it can redirect an already created connection to Windows.

1. Is 3cx phone a software client for Windows? If so, is the name or ip address used as the connection server?
2. VPN to connect to the telephony server?
