Reviews about any major VoIP operator will be different, not everyone decides to set up SIP hardware / software.
You will hardly find more interesting conditions than Zadarma for a number on the market: zadarma.com/ru/number800/

This package includes 300 free minutes, 50 SMS, 2 workplaces, FMC SIM cards and web widgets per site. If desired, the package can be expanded by adding: a workplace (135 rubles / month), an additional number and a call recording.
As for the cost of calls over the package, it all depends on the direction. But in general, plus or minus like other operators. This point is better to work out in detail on your own, because. there may be differences in the price of incoming calls over the package for a specific destination that you prioritize.
