How to choose a tariff for cold calls?

I have a question about cold calling. What is the best and cheapest way to organize them throughout the Moscow Region and the entire Russian Federation (we will call from the Moscow Region)?
I would like to call from a landline phone, and not from a mobile or computer.
Skype tariffs are not suitable, as a small number of minutes and high prices.
Are there any landline rates? If so, how to connect them, what equipment should I buy, and how much will it all cost?

If the calls are within the Moscow Region, then you can still save on the cost of calls. If all of the Russian Federation, then I-PE telephony with tariffs from 2 rubles / minute
