How to link phone calls to IP PBX with DB?

Good day. The bottom line is that you need to implement such a scheme:
1) A person calls the phone
2) The server receives a call to the phone
3) Records the person in the database
4) The person in the call center answers the call or calls back
I read that this can be done using IP ATC. Normal guides how to do this - did not find. What do you need to use for this and do these ATCs have any APIs?

The easiest way is to buy a cloud (virtual) IP PBX from a telephony provider, there is plenty of functionality out of the box.
A little more difficult - set up Asterisk, take a SIP number and manage calls yourself, there are actually plenty of guides on Habré
