It won't work cheap. Call forwarding is usually free of charge within the mobile operator's network.
- you can set up forwarding from a landline to one mobile and then from this mobile to the next mobile (expensive, does not depend on the Internet, works stably).
- the cheapest option is to raise the PBX, add a city number to it via SIP, and then install a SIP client on smartphones and receive calls via the Internet (it costs a penny, depends on the Internet, you need to reserve the PBX)
