I would like to have one city number and that when you call it, the call is forwarded to one of the two mobiles that is not busy.

It won't work cheap. Call forwarding is usually free of charge within the mobile operator's network.
- you can set up forwarding from a landline to one mobile and then from this mobile to the next mobile (expensive, does not depend on the Internet, works stably).
- the cheapest option is to raise the PBX, add a city number to it via SIP, and then install a SIP client on smartphones and receive calls via the Internet (it costs a penny, depends on the Internet, you need to reserve the PBX)
