Virtual telephony. Can you recommend reliable services?

I ran into a problem.
I would very much like to establish a connection between Russia and the United States. Namely, I would like to have American mobile numbers with which one could work both there and here (talk by phone, write and read SMS).
I suppose that there may be both virtual telephony services, and maybe some multi-sim devices or the like.
Can anyone come across? Thanks in advance.

Specifically, it will be easier for you to buy a Google Voice account and use it on your smartphone through Hangouts Dialer. Get a free connection within the USA from anywhere in the world with an Internet connection.
With some effort, you can "wrap" Google Voice on a SIP phone.
Forget about SIM cards in roaming.

I took a couple of Moscow, Paris and London numbers from them. On the iphone, even through 3G, it works - acceptable, and even on a SIP phone - it's generally excellent.
That's just - all for the voice. Haven't tried sms.

Maybe I didn’t quite understand what exactly you need, but there is such a service - anveo.com . issue numbers by states with any prefix, redirect them to any mobile, including - in the Russian Federation.
Worth a penny. There is a virtual PBX, you can do a very complex scheme. SMS can. There is a software communicator that generally knows how to do whatever your heart desires.
