Google Chrome asks when I call "Do you want to open the application "Application Name?"?

Google Chrome asks some people for permission to open the app.
Gave absolutely all permissions, but nothing helped.
Do not tell me in which direction to dig?

I found this registry entry from an old sysadmin on computers where everything starts up normally:
