Is there a website call widget that allows you to call any number?

The bottom line is this: the moderator of one site needs to call users directly from the site itself, using a microphone. Some kind of service (possibly paid) is required that would provide an embedded call script to any numbers throughout Russia or around the world. As practice has shown, the existing widget from "Mango" is not suitable, because it allows you to call only one single number. Does anyone know a service that could satisfy my request?
