met just such a phrase "Participation in Open Source projects"

Take a JS library or framework that you like, go to its github, clone it and help. If you are a beginner, you can start by checking submitted bugs, writing and translating documentation, updating dependencies, and other small tasks.

Of course it can. But he won't get any money for it - if that's what you meant. Go to the site of the project you like. Contact those who lead the project or just see what bugs are declared in it - if the project has a tracker, it's even easier. Test for the presence of this bug, if you can fix it - send a patch. If the authors of this project felt that the patch suits them, they will apply it. Now participation.
