What does Blockout know about level creation?

This is most likely a very stupid question, but the translation of this word did not give me anything, but it is very common in English-language guides for creating a level! I know English very badly, so even from the context I can’t understand what it is :( Please help me figure out what it means.

Blockout is when you roughly throw boxes on the level instead of all objects in order to roughly estimate the scale and what will be located where.
