What do you recommend for a homemade garland?

You need to make something like a garland, with diode control and music playback like .wav || .mp3 I have the basics of programming, assembly too, I think I can figure out simple diodes and a button, the question is in the hardware part, I don’t know what to do, I worked with Raspberry Pi, but it’s too expensive, I would like something a bit more complicated. Difficulties are not scary. Advise pliz

As an option arduino + music shield + garland (you can buy ready-made somewhere in the transition and pick up rgb lines), though this option will not be the cheapest, but cheaper than Raspberry

Once this problem was solved with the help of resistors and keys on the most common transistors. Well, who cares about hunting was taking a book from the series "solder, baby, radio" and used advanced LA3 and TM2.
